How to use LUTs in Photoshop

Quick answer
In Photoshop, choose Layer → New Adjustment Layer → Color Lookup, then in the Properties panel open 3DLUT File, choose Load 3D LUT…, and select the .cube file. Lower the layer's opacity to soften the look.

Step by step
Add a Color Lookup layer
Choose Layer → New Adjustment Layer → Color Lookup… and click OK.
Load the LUT
In the Properties panel, open the 3DLUT File menu, choose Load 3D LUT…, and select a .cube file.
Blend
Lower the adjustment layer's Opacity to soften the look.
Troubleshooting
3DLUT File is greyed out
Your image needs to be in RGB mode: choose Image → Mode → RGB Color, then try again.
