How to use LUTs in Premiere Pro

Quick answer
In Premiere Pro, select your clip, open the Lumetri Color panel, go to Creative → Look, choose Browse…, and select the .cube file. Use Intensity to blend it.

- .cube Use the .cube files from your LUTs download (the LUT edition, or Presets + LUTs).
Step by step
Open Lumetri Color
Select the clip and open Window → Lumetri Color.
Load the look
Under Creative, open the Look menu, choose Browse…, and select a .cube file.
Blend
Adjust Intensity to taste.
