How to install presets in Lightroom Classic

Quick answer
In Lightroom Classic, open the Develop module, click + at the top of the Presets panel, choose Import Presets…, select the .xmp files (or the whole .zip) and click Import. The presets appear in the Presets panel under their pack name.

Step by step
Unzip your download
Double-click the .zip. Inside is an XMP folder (for current Lightroom) and an LRTEMPLATE folder (for very old versions only).
Open the Develop module
Select any photo and press D, or click Develop at the top right.
Import the presets
In the Presets panel on the left, click the + icon and choose Import Presets…. Select all the .xmp files in the XMP folder and click Import.
Apply a preset
Your presets appear under their pack name. Click one to apply it, then use the Amount slider to strengthen or soften the look.
Troubleshooting
Why can't I see the presets after importing?
Look in the Presets panel under the pack name. If you're editing a JPEG, turn on Preferences → Presets → "Show Partially Compatible Develop Presets" (Edit → Preferences on Windows, Lightroom Classic → Settings on Mac), then restart Lightroom Classic.
Lightroom says the files are the wrong type
You picked the .lrtemplate files. Use the .xmp files in the XMP folder; current Lightroom Classic doesn't reliably import .lrtemplate.
Can I import the .zip without unzipping?
Yes. Import Presets… accepts the .zip file directly.
Do the presets sync to Lightroom mobile?
Not from Classic on their own. Import them once in Lightroom (desktop) or Lightroom mobile and they sync across your devices.
